Kara Hughes, CPA, CFE, MBA, CGIP
Kara Hughes is the Executive Director for the West Virginia Board of Treasury Investments. Kara reports to the Board of Directors and is responsible for execution of the strategic plan, investment performance, financial reporting, staff development, participant outreach and overall program operations. Kara has over 31 years of investment and cash management experience. Prior to her current role, Kara served seven years as the BTI’s Chief Financial Officer responsible for developing the entity’s first financial statements, annual report, operating budget and financial reporting processes. Her prior experience includes public accounting with the international accounting firm of Deloitte & Touche, Internal Auditor and Director of Accounting/Investments with the WV Board of Investments, Cash Management Controller for the WV State Treasurer’s Office, and Coordinator of School Finance with the WV Department of Education. Kara is a Certified Public Accountant, Certified Fraud Examiner, and Certified Government Investment Professional. Kara earned her B.S. in Business Administration and Master of Business Administration from West Virginia University.

Karl Shanholtzer, CPA, CIA, CFA
Karl Shanholtzer is the Chief Financial Officer for the West Virginia Board of Treasury Investments. Karl also serves as an internal consultant for the investment and savings related programs operated by the State Treasurer’s Office, which includes the WV SMART529 Plan, the WV Prepaid College Plan, and WV Retirement Plus (a 457 deferred compensation plan). He started with the WV State Treasurer’s Office as Director of Internal Audit in 1997 after serving as the Internal Auditor for the WV Board of Investments. In 2005, Karl moved into the position of Internal Auditor for the WV Board of Treasury Investments and was promoted to Chief Financial Officer in 2012. Prior to joining the state, Karl worked for a regional public accounting firm that specialized in audits of state and local government entities. Karl is a Certified Public Accountant, Certified Internal Auditor and a Chartered Financial Analyst charter holder. Karl earned his B.S. in Business Administration from West Virginia State University.

Jamie Chambers, MSA, CIA, CGFM, CGAP
Jamie Chambers is the Internal Auditor for the West Virginia Board of Treasury Investments. Jamie has been serving in this position since July 2023. Jamie has over 20 years of service with the State of West Virginia. Over fifteen of those years have been in auditing/internal auditing. Additionally, she has had the privilege to work in financial reporting, grants management, accounting, and college records. Jamie is an active Board member of the Charleston AGA.

Jamie holds a Bachelor of Business Administration with a concentration in Accounting from West Virginia State University and the Master’s of Science in Accountancy from the University of Phoenix (online). Jamie is a Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP), Certified Government Financial Manager (CGFM), and is currently completing the requirements to be a Certified Public Accountant (CPA).

Holly Garner
Holly Garner is a Senior Investment Accountant with the West Virginia Board of Treasury Investments, bringing over 18 years of public sector accounting experience. She began her tenure with the West Virginia State Treasurer’s Office in 2000 as a Cash Management Improvement Act (CMIA) Accountant, where she was responsible for ensuring compliance with federal CMIA regulations and overseeing related reporting functions. She later transitioned into the role of Investment Accountant, where she managed various aspects of the West Virginia Board of Treasury Investments accounting operations. In March 2025, Holly was promoted to her current role as Senior Investment Accountant, where she continues to apply her expertise in governmental accounting and financial reporting. Before joining the State Treasurer’s Office, Holly served as a Senior Accountant with the West Virginia Higher Education Policy Commission, where she managed payroll, benefits administration, and financial reporting for a staff of more than 100 employees. Holly holds a Bachelor of Business Administration with a concentration in Accounting from Marshall University. She earned her Bloomberg Market Concepts (BMC) Certification in 2022.

Randy Covert
Randy Covert is a Senior Investment Accountant with the West Virginia Board of Treasury Investments and has over 32 years of experience in state government accounting and regulatory compliance. He began his career with the West Virginia State Treasurer’s Office in 2002, initially serving in the Unclaimed Property Division as a Compliance Officer, where he was responsible for ensuring adherence to state regulations by businesses reporting unclaimed property to the State of West Virginia. After serving in that role, Randy transitioned to the Cash Management Division as an Accountant in 2003, where he performed key financial operations, including reconciliation of the state’s two largest treasury accounts. Randy joined the West Virgina Board of Treasury Investments as an Investment Accountant in 2008. In March 2025, he was promoted to his current position as Senior Investment Accountant, where he continues to leverage his expertise in governmental accounting and financial compliance. Prior to joining the Treasurer’s Office, Randy spent nine years as a Foreclosure and Bankruptcy Specialist with the West Virginia Housing Development Fund, managing foreclosure processes for both government-insured and conventional mortgage loans in default. Randy holds a Bloomberg Market Concepts (BMC) Certification, which he earned in 2022.

Angie Truman
Angie Truman is an Investment Accountant for the West Virginia Board of Treasury Investments. Angie has over 25 years of experience in financial services and cash management. She started with the WV State Treasurer’s Office as an Accountant in the Cash Management Division. During her 13-year tenure in this position, she worked in the Cash Accounting and Collateral Departments. In March of 2025, Angie was promoted to her current position as an Investment Accountant. Prior to joining the state, Angie worked in the banking industry for 12 years and served as the State of West Virginia Merchant Support Specialist for BB&T (now Truist). Angie earned her B.S. in Advertising from West Virginia University.
